Am starting to suspect that there is a bug in the transfer process from PCC to UDK. If the mesh was working perfectly before with vanilla textures, there's no reason that all of a sudden UV triangles should go awry.

I haven't run into your particular issue yet. I ran into another issue that I'm not sure how to describe but I cannot be sure whether it was a 3ds issue, a 3ds export issue, or a UDK import issue.
In any case, if it is a glitch, you could export it again from the game and import a fresh new psk into UDK. The texture you are trying to use...it does actually go with the armor specifically doesn't it? It isn't something close but not quite right?
Did you get any information or help from Ironhandjustice?

Would it be too much to ask for a link to a good tutorial on removing segments of meshes in 3ds?

Ah. That could be a big deal. You also have to remove the bones, delete the skin, rebone it (not as hard as sounds actually), and do a skin wrap on it using an Ashley body, check it to make sure it's close to perfect.
I wouldn't give up on plan A yet. Send me the texture for the model you sent and let me see what I can see in 3ds. You may yet hear from Ironhandjustice. He just isn't around all the time.

On a lark I tried to import the psk straight up from the Ajax's PCC (not via the UDK) into the BioH_Ashley_02.pcc (the one which originally got the pink armour). Imported the same PSK for every LOD.
Same situation on squad loadout screen. Yet during gameplay her arms seem solid, yet the textures are a but muddled. As you mentioned earlier, the high definition on every LOD froze gameplay and then crashed it to desktop.
So just using the raw PDK imported just exchanges one set of problems for another:

I can actually see where her neck pops through...am right navigating through it and finding the element that corresponds to the collar. I can expand the entire chest area and cover up the "gaps" but I don't want to make her "fatter"

No problem. No need to add weight, just a few vertices moved around. By the way, for many things like that you might want to try "soft selection" (it's down the tab on the left of the screen in 3ds). Activate it and when you select a vertex, you will see a rainbow of colors on the surrounding vertices. The colors indicate how much those vertices will move when you move the one you've actually selected. It starts out with a setting of 20. Crank it down and watch the color ring of vertices around your selected vertex shrink until it only colors a the vertices closest to the one you've selected. Now, when you select a a vertex or several and move them, the surrounding vertices that are colored will move a little too in a smooth manner. Doing this right can greatly reduce the amount of labor on your part. You wont have to go in vertex by vertex and move them this way and that to make the area around it smoothly flow together.
Just something to try and play with for future reference.
I've just about finished expanding the visor on the default Ashley helmet and shrinking the facemask breather part. There's no reason that I couldn't play with the other helmets too as you indicate. Or you could give it a shot. One thing I DO want to do with some of the other helmets is remove the sharp angles in some of the visors. I want to make them smooth and rounded. Sharp bends in glass is a horrible design idea in general when you want as much unobstructed visibility as possible. Bends put distortion lines in your vision.

What ME3 version do you have? Collectors Edition? Vanilla? If we are lucky you and I have the same set and then I could swap in the alliance uniform and give it to you and everyone else with the same set. I'll also take another run at the problem pcc mentioned above and see if I can get it in. As for hair...I have several variants I'm trying in addition to the ponytail. There is at least one pcc/location in the game where I can't just drop in a new hair as is. It looks horrible so I need to see which hairs will look good in general with transparency cut out of the hair texture.
By the way, I even have Ashley's original ME1 hair out and modified to fit her head in ME3. It is not even close to the complexity of all ME3 hairs. But I will see how it looks anyway.

He successfully imported her combat bun mesh and texture onto Ashley's casual and hardsuit models. He also posted up his raw files, his finished files, his meshes and his work process. Should be quite helpful.
BTW: Managed to edit her mesh to avoid the neck issue, 95% of the time. Am gonna now try and give her a helmet (inferno) and/or combat monocle. Thank you very much!

I've got the Alliance uniform all reworked and ready to try again. If you are really set on it I could go ahead with it but you would have to (possibly, if the latest attempt doesn't work right again) tolerate her right arm being wonky in at least one scene on earth (when Shepard first runs into her). I have no idea where else the NC pcc is used or if it will always bring with it the arm issue.
First thing's first...I'll try the uniform again and I've pulled various hair textures out for the various other hair alternatives I wanted to try with Ashley besides the ponytail, low bun, ME1 bun. There's "sexy" short hair, "cute" short hair, there's "classy" shoulder-length hair used on femshep I think for starters. I'll need to remove the transparency from each of the textures and try it with the desired test hair model and see which look good without transparency.
