I was wondering if he needs strength and dexterity to make it effective.
And I went with shapeshifter for rp reasons so don't care if it's not the best specialization.

It will depend on which form you want to use most, or whether you are going to spend most of your time spellcasting or in the shapeshifted form.
For the spider shape, you might want to spend considerable amount of points in DEX, and for the Bear shape in STR. And with Flying Swarm not altering the attributes of the unshifted form, it's probably a good idea to invest most of the points in magic, as it's damage is based on spellpower.

Depends what you want.
If you just want to be an autoattack hero (and your 2 or so usable talents), then full strength. Defensive items will improve your tanking, and magic doesn't really matter since you're not casting spells. Unfortunately that limits you to basically being a glorified Mabari.
Otherwise full magic if you want to cast and have shapeshifting as a backup. One point of spellpower is equivalent to ~0.2 strength, dex and constitution (depends on form - spider is 0.1/0.3/0.2, bear is 0.2/0.2/0.25) if the resulting value is greater than your base. Which usually isn't an optimal split, but it's basically just there as a backup and you're primarily killing stuff with spells anyway.

If you're able to use mods just get the following: dragonage.nexusmods.com/mods/3316/
It modifies the base shapeshifting abilities to be more effective AND includes an extra specialization that lets you add the damage from any daggers you're wielding to the base damage of your shifted forms. Shapeshifter can actually become incredibly dangerous with this.
