When I go to my character screen and double click the portrait in NWN2 with MOtB installed nothing shows up. I have placed the portratis in the C:\\documents\\NWN2\\portraits folder and the overide folder. The game is updated to 1.10. I do not have any mods.

Do I need Storms of Zehir in order to change portraits to 2d?
Can you only do it when you play the actualy expansion or can you do it in OC?
Is there a specific program or mod that can do this if it is not inculded NWN2 OC and MOtB?

There's no need to put the files in your Override; they should appear if they're in your "portraits" folder. Just a wild guess, but have you checked that they're of the correct size and format (*.tga)?

In any case, you should update your game. The last patch is 1.23.
