It was pretty good for a free comic, but I'm surprised that Cerberus was mentioned - did some parts of the Alliance know of them already at this point, or is it just a slip-up on the writer's part? Unfortunately, my first thought was the latter... Or maybe I'm missing something here.

Yeah, it's a bit silly, but I don't think it's supposed to be taken that seriously after all
I just realised the link isn't to Dark Horse directly and there's a thread in the Spoiler forum talking about the comic being free yesterday. If it's not free anymore, won't that make the above link kind of illegal?

We know that Joker suffered much prejudice due to his disease which is what made him strive to be the very best. Joker being one of the many candidates for piloting the Normandy, performing exceedingly well and shutting up the turian general would have transmitted the same message and it would have been far more mature and realistic than "Joker steals a military ship and plays chicken with human figthers and rather than being court martialed, he is given command of the Normandy."

Though to be honest, I'm on the verge of calling this a joke comic. It can't be serious.

I don't expect much of the comics in the first place (the track record is rather bad) but this manages to to drop the standards even further. I am sad and amazed at the same time.

I don't believe it's supposed to be taken literally - hence the title.
Whilst Mass Effect is, effectivly, a Military Sci-Fi saga, as a result of the large, ever-expanding fanbase its developed and now maintains a somewhat-frivilous, 'Space Opera' edge more akin to a television series - which is why you see moments like those in the Citadel DLC.
So the 'Joker-Normandy' origin piece - which is free! - isn't necessarily an absolute. More, as some have already posited, a tale thrown out by Joker (BioWare/Walters) in order to either entertain/tease or gain some some kind of tasty beverage.
