He was paying the Coterie; however, it also only follows that someone was keeping the templars from the apostate mage in Lowtown and the sudden Dalish elf who, let's face it, isn't the most incognito mage in history.
I don't think he had to worry much about keeping Merrill from the templars. She outright said that they, to quote don't even see her because she's just another alienage elf to them, and mentions that even among the Dalish the Keepers don't practice magic in public when she says she's been careful. Staying away from the templars wasn't the problem, the problem was that she kept walking alone in the streets at night, the time where the thieves and gangs and the Coterie and all are the most active, as we have first-hand in-game evidence of.
I was reading up on Varric on the DA 2 wiki page today for the fun of it, and I came across this tidbit (DA 2 Spoilers) :
I found that really endearing. Makes me like Varric even more. That scene was actually one of the highlights of DA 2 for me. I was surprised at how disturbing I found Leandra's death - she is just an npc after all - and that scene with Hawke by the fireplace was a bit cathartic.
I'll never understand the DA 2 hate. It had it's problems, but there were some moments that really stuck with you as well.
I have replayed the Legacy DLC like a hundred times, and that scene will never stop having this very deep and profound emotional effect on me that I can't quite describe. It's not even that it's sad or tear-jerking- it is, but not only that. It's also beyond that. I really don't know how to describe it. But it's such a powerful moment despite being so small and the fact that it never happened makes it all the more. Honestly, moments like this are the embodiment of what I love about DA2 most, which is the story, and what I love best about the story. And it made me like Varric even more too. I think my one favorite thing about him is how much he cares about his friends and takes care of them and really, that he's a pretty moral and good guy underneath all the snarky comments. It's really sweet.
Anyway, finding out that he doesn't even try to get along with Cassandra is a bit surprising-- it seemed like they were fairly friendly if they were travelling together all this time since the end of DA2? But on the other hand I am almost certain his relationship with her is going to be like his relationship with Aveline. A tough super-serious stern orderly lawful kind of person who will try to keep him in line and glare at him a lot whenever he's being, well, Varric while he just snarks at her and mocks her. Though maybe there will be a bit more venom when he sasses at Cassandra? I don't know. Honestly, between her and Iron Bull, it's so odd to think that Varric might not be the one guy who unfailngly gets along with everyone in the party anymore. Sure there was Sebastian in DA2, but he was the exception who proved the rule.
It seems like DA:I Varric is going to show a bit more of a somber, serious side, which makes sense considering the world has gone to hell and in which I am super interested in. He was the one character who really didn't get much development or a more in-depth exploration beneath the surface in DA2-- makes sense since he was the narrator, and probably more keen on protecting his personal privacy than that of his friends (and consistent with how he originally tried to cover up what first went down in Bartrand's mansion and used family business as an excuse), but now that he no longer has control over his own narrative presence and what the player sees of him, and now that he's in a very bad place and struggling with a lot of things, it's a very good set up for him show a different side of himself and go through some character development and change.
