I posted this thread while cranky for being not-quite-solid enough to carry the final wave of a few Gold matches in a row, after no other players used missiles or gel. Still, I can always learn more, and I've had many more matches go well than go badly.
Since I do notice when low-level players enter without consumables, gear, or a word of greeting, so below are my original criteria. It takes effort not to meet the list below. The mic alone will do it: I've always taken anyone with the decency to say hello.

How do you decide if your team is a go?
If I have a friend on the team, we're good. For a full PuG, I've found I use a kind of flow chart:
Is it Bronze?
You're in.
Is it Silver?
You're in if you meet any two of these:
- level 16+
- decent Challenge rating
- appropriate weapon and mods
- gear or consumables
Is it Gold?
Meet any three of the above.
Is it Platinum?
Need a revive medal?
Consumables indicate a commitment to the match, always welcome. A high Challenge rating indicates strong experience (so does a high N7 rank, though a low N7 rank isn't a problem), and that usually means good team play. I also check to make sure you have Gear: I don't care about the level, but having none is silly.
If someone doesn't meet those levels, I'll ask on the mic. Any response gets you in.
No response? If other teammates object, I'll vote to kick, and that's the only time I do so: someone's not prepared, not responsive, and not sitting well with the rest of the team. If other teammates don't object, on Silver, I'll still go, but on Gold, I'll move to another Lobby.
Anyone else use a different scale? Different criteria? Ever check banners? Particular equipment or weapons?
