Bronze and silver anything goes, I don't promote so I use level 20's with equipment so I don't care what anyone else uses.
Platinum - I don't pug platinum, only with friends.
Gold - equipment for everyone, and no level ones unless they have on level 3/4 consumables. My experience over many games is that if somebody does not have any consumables applied then they probably won't use rockets or gel, and will quit if they get grabbed early in a round. I spend a lot of time when I PUG leaving lobbies because a lot of knuckleheads don't use consumables. This weekend as an experiment I tried to play when one or two guys did not have consumables, and they were always on the bottom of the scoreboard, and often quit if they went down early in a round.
The only time I saw decent performance by somebody without consumables on were if they were playing the GI or a grenade class - even then its pretty rare.

It still amazes me how people with N7 ratings of 800+ don't use consumables ... guess they think they can sell them all on Ebay or something ...
PS. And yes to the point above by Ryoldschool, I have only once, 1 time, seem someone without consumables top me on the scoreboard. That was someone on my friends list who is good at this game and was forced into not using any ... to all the people who say "I don't need consumables to be effective" ... LOL

I do, however, usually build up preconceived notions of usefulness.
Likely to be a help to me:
- High challenge points
- Equipment. Bonus points if the gear and equipment are appropriate to your kit and loadout (i.e. like having an SMG on you if you put on an SMG Rail Amp or not running Grenade Capacity II on your N7 Fury
- N7 is at least 120
- One of the alternate banners piques my interest as it might be a BSNer
- Using a character whose powers synergize with mine
Likely to need carrying:
- N7 less than 120
- Very low challenge points
- No equipment. Even worse if no Gear, either. Or equipment that does not match your character/loadout (I'm looking at you, Fury with Grenade Capacity II
That's it, really. Just a quick glance to let me know how the match might go down so I can prepare mentally as needed. Literally the only thing I won't play with is a Destroyer on Platinum if in a PUG. I'm over the missile glitching, just over it.

That isn't really fair, they still need a chargable weapon + projectile weapon combo.

You're in as long as one other person is N7120 or higher.
Is it Platinum?
Have gear on, and a good weapon.
I guess I'm starting to get comfortable carrying on Platinum, and I'm starting to care less about their loadouts and more about the enemy faction and map (in Platinum). I'd rather play Cerb/Van/Plat with a bunch of people sporting medicore weapons and characters, than a killer team on Giant/Repear/Plat.

Are you sure about that? Because I experienced a Destroyer that I thought was safe on a Plat PUG because the only weapon he had was the Adas Anti-Synthetic Rifle. That was it. And he missile glitched the whole match.
Nope. Maybe it's unfair. Heck, I *like* playing a Destroyer and I hate that I now have to basically write him off, but I almost never see legit Destroyer players on Platinum anymore.
On Gold, sure, I will play with them and take my chances. But I'm tired of going into a Platinum match with my level IV consumables and getting burned like that. And people say, "Oh, you can just quit as soon as you see them glitch and as long as you don't fire a weapon/power, you can keep your equipment." And every single time I have done just that, my equipment is gone.
So, nope, my tolerance for Plat Destroyers on PS3 is done.

That's the only measure I use regardless about how much the lobby is looking like a disaster waiting to happen...
But, It takes 2 people to kick someone... The 3 times I have tried to kick someone the other players didn't vote to kick. This resulted in unnecessary frustration on my part. And, I have been in lobbys where the Host tried to kick someone and nobody backed him up resulting in host rage quit.
Bottom line is that I have vowed to just quit the lobby or game when I see
