Bronze-Silver: Don't care, will play with anyone
Gold-Platinum: LV15+, using consumables, and N7>120
Now with the level of PUGs decreasing greatly:
Bronze-Silver: Don't care will play with anyone
Gold: As long as I have one other person that looks capable, I let anyone in
Platinum: I don't PUG this anymore, unless with a friend. Just not fun anymore.

gold- I would like consumables and level X weapons... if not I will be wary of how the match will go... I never vote to kick unless they are grossly under prepared.

Gold depends...
If I feel I can carry, or am just really bored, then I will just play in the first game/lobby I land in. If I don't want to have the whole game rest on my shoulders, I will lobby shop.
I try to look for
-500+ challenge points
-characters leveled higher than 15
-decently leveled weapons
-consumables are optional, but definitely welcome
If I see a bunch of N7 100s (or around there) with a hundred challenge points and level 1 rare weapons with no gear, I assume I'm going to be soloing most waves and if I'm not in a carrying mood I will definitely back out and find a new lobby.
I typically won't play Platinum at all though. Takes too long and I don't like having to try that hard very often.

platinum pugs - i rarely do this anymore. if i will it has to be two competent players with complete stuff.
when playing pugs i don't host and use quick match with consumables ready so sometimes i get dropped on ongoing match.

Gold, still have the one Infiltrator rule and anything level 15+ and some consumables. I play mostly pugs or with one other buddy and it is my feeling that in Gold, everyone should have some stake on the table...for this game the stake is consumables.

Silver: Mostly don't care, although I wouldn't want to be in a lobby with 3 low N7's with low level characters and low level weapons. At least one person who has a Level 15+ character and a decent weapon is all I care about. Just because I could solo every wave doesn't mean I want to.
Gold: No more than one player who doesn't appear to be prepared. "Prepared" means at least 3 or more of the following:
- High level character
- Good weapon
- Loadout that makes sense
- Uses consumables
Platinum: I usually don't play Platinum. But if I'm going to play, I need all 3 other players to meet all 4 of the criteria listed above for Gold. I can't carry Platinum and I don't want to even try.

People here seem to say that N7 means nothing, but
after playing a few too many matches with low-leveled
scrubs, I could care less what people here think.
Otherwise, I try to be pretty accepting. classes with
weapons that make no sense however, like adepts with
Black Widows or Claymores I tend to be wary of as well.
The exception tends to be when it's a level X, then I
start to kind of feel like they know what they're doing,
but even then, I'm always cautious.
I'd say no matter what, go into every match fully
prepared to have to solo every wave past six.

Weapon mods is a huge give away. Anyone who use piercing on explosive weapons, no piercing at all on Gold+, ULM on AR/SR/shotgun, shotguns without Smartchoke (excluding Graal, GPS, Reegar, Crusader and Venom) are pretty much give aways that the player has little experience with Gold.

Also, no gear or missing weapon mods is a dead giveaway. Missing consumbles could just mean the player is a hoarder or can't be bothered.

How about if they are under N7120 but have a disproportianetly high challenge score? Like in the 15k range or so? I'd give 'em a shot if they were geared up.
