Fair use is a gray area at best. In truth, if your going to site anything that is directly from the work for the intention of discussion, it must be cleared with the copyright holder first before anything happens. This even applies to some non-profit cases, but usually not, which is why so many online reviews for free need not fear copyright retribution at the moment.
Educational or satire purposes are also protected, because technically their entire point in exsistence is to discuss the work in question, and so they were allowed a special permission under the law to do so.
But that's pretty much where it ends. If you try and make a profit off of someone elses works, or even elements of someone elses works, and do not cite, disclaimer, and get contractualy style permission that legally and offically recognizes you have permission to use this work, you cannot use it without legal repurcussions.
