No, just...no. I could buy into primitive medieval medical procedures such as leeching or bloodletting (neither of which will turn you into an elf) appearing in the game, but advanced plastic surgery? Nope - I would not believe that at all.
The only thing that could possibly enable someone to change into an elf with some degree of believability is actual magic.

Well, I just hope that Bioware changes the design of the elves, it doesn't have to be like Origins, but according to the lore, elves are beautiful, they can make them unique but beautiful at the same time.
