Barrier > Fortification
Fortification requires and Omni-tool animation to activate, activating Barrier doesn't have an animation.

Barrier also benefits from Biotic cooldown upgrades, Fortification does not. You can only decrease Fortification 's cooldown through class passives.SOG TOUGH wrote...

None of the shield powers are all that good on Insanity, considering shields do not last very long and the base cooldown (12s) is too high for all classes except the Sentinel, which already has the best shield power.
Slam or Stasis is best on the Vanguard.

I always went for Warp ammo... or Reave.

A lot of people took Reave for a Vanguard in about the first year the game was released. Probably still do, so it is not a bad choice.Exile Isan wrote...

But Warp Ammo? I am assuming you left it at 1 point? You have much better Ammo powers (Incendiary Ammo and Cryo Ammo) already on the Vanguard that Warp Ammo is just a bad choice.

Slam or Stasis. Stasis is the more powerful of the two, but Slam is arguably more helpful early game while you level up Charge and Passive.

After playing ME3 for a while and getting used to its faster pace, I recommend Slam as well. I play on the Xbox 360 and remapping Charge to RB and mapping Slam to LB helps keep ME2 rolling along quickly with limited pausing.
Higher level of difficulty, but quite a bit more fun. When upgraded, Slam has an extremely short cooldown... very satisfying.

pull + slam = splat
EDIT: Though, if i remember correctly, when I beat insanity, I used GSB, just for the damage buff, and those few valuable seconds of shielding when you get caught with your pants down, or out in the open. Which happens if you're playing Vanguard properly. As the description says. "high risk, high reward."
