Nemesis have this old power called "Assasination" and it is what causing all the damage I believe. They are probably frustrated about the Raptor as much as the players using it so they don't bother firing normally.
If only there were Nemesis defectors, we would have Assasination power to complain about.

I believe Guardians (gold) have only a Talon IX. Compared to the upgrade levels of other enemies weapons they have every right to be a little upset. If they weren't already upset by having a shield that everyone can shoot through.
