So correct me if I am wrong but Mass Effect series is based in the milky way? All the races belong there? That would mean the Protheans were also from the Milky way so are the reapers only invovled in culling this area? What about the other galaxies?

The Reapers only cull sentient races from the Milky Way galaxy.
We do not know about other galaxies. As far as we know, it is currently impossible to travel between galaxies in the Mass Effect universe.
