Machine intelligence takes those laws and comes up with something like the Reapers. Asimov's Robots had a different but equally drastic solution: create a pocket universe where only Man exists. It's that whole 'through action or in action never allow a human to come to harm' that can go awry when you have a reductio ad absurdum AI.
The Catalyst sees no distinction between living, discrete beings and a neural map of their memories suspended in a organic goo, it is accomplishing it's goal in a twisted machine logic sense.
