Could the Citadel be moved every cycle?  Look at where it is situated this cycle, compared to the known homeworlds: most of them are around what Star Trek would call the Alpha Quadrant, the lower left quarter from the perspective of the Galaxy Map (or near that region).  Only a few are far away: Rannoch, Kar'shan, and the Vorcha homeworld (or is it?  I don't remember clearly where it is).

I think that, after every cycle's reap sweep is done, the Reapers did a survey of which species are likely to be the starfarers of the next cycle, averages out where the astropolitical center would be, and then moves the Citadel there.

distance is irrelevant due to mass relays. I think the reapers simply "reset" the relay network, that after each cycle, the first time a race discovers the relays, they get sent to the citadel first.

it is suprising that there's a mass relay in the homesystems of the space faring races ...

but you need to keep in mind that in the previous cycles the Reapers used the Citadel as a starting point for their invasion and the Citadel was under their control. The difference in this cycle is that they had to take an alternate approach because the last Prothean researches messed with the Keepers after their cycle was over. They wouldn't even have bothered to move it to where more Reapers are if they hadn't know via the Illusive Man that Shepard & Co. are aware that the Catalyst which is vital for the Crucible to work was (on) the Citadel.
So, moving the Citadel wasn't related to the cycles, but due to the potential threat.

I know what you mean, but I agree with 'pohaturon.' The relays are reset every cycle. It is highly likely that the reapers just move the relays to systems occupied by promising species, so they have quick access to the Citadel. They probably keep the Citadel in the same place, although it is curious that most of the council species seemed to be fairly close to it...

And if you turn the galaxy map around where would it be?
A galaxy map is 3d and circular, I don't think the lower left has much relevance
