Hi,
I am a little confused, so i have to ask if this is normal or some kind of bug..
I romanced Isabela in act 2 (friend romance). At the beggining of act 3 I confirm that romance. Then (act 3) I somehow end up in a bed with Merrill and ask her to move in to my house (rival romance).
And here I am right now about to say goodbays (The last straw mission). Isabela acts like she is still in a relationship with my Hawke. I even get a kissing scene. After that i talked to Merrill and get another kissing scene.
So is this normal ? Thanks
2 romances at the end ?

You do have some strange bugs and glitches in DA2. Some got fixed while the dlcs introduced others iirc, like save files getting corrupted. I had a romance scene play out with an invisible Merrill, who afterwards appeared in the reception of Hawke's house in just her underwear. I took Merrill on the next quest and she was still in her underwear until Hawke interacted with her and the rest of the romance scene played out with Hawke and Merrill in their underwear having their post coital pillow talk in the middle of low town.
Just to add to the surreal nature of that game Varric has a friendly chat with Hawke about a romance with Fenris, which up until that moment didn't exist.
So quite normal for strange things to occur in that game.
