While I really love Kasumi, she's probably my favorite character besides Ashley, I don't think a spin-off would work for any character really.Blind2Society wrote...

Garrus: Obviously being a C-Sec officer means a lot of police drama-style stories and situations. Rich pickings here.
Tali: Heard so much about the Quarians and the challenges and discrimination they faced. Might be interesting to walk in their shoes a bit.
Zaeed: As Joker said, he's basically Shepard who takes cheques. Kick ass and get paid for it? Yes please.

Jack: Grand Theft Auto in space, anyone?
Kasumi: Go on heists, evade cops and Spectres, find passionate love in Keiji, get heartbroken by Hock. Hell, even how that "Goto's Four" in the Citadel DLC turned out interests me.
Mordin Solus: Go on missions with the STG. Get into heated arguments with Kirrahe. Play singing mini-games.
Javik: He mentioned he once had a ship and crew just like Shepard. Playing through a constantly losing war might be too much of a downer, though.
Aethyta: Everything from her wisecracks, her headbutting a Krogan, to how the heck she got a squad of Asari commandos at her command tells me she's more badass than she lets on. I have to know.
That's just off the top of my head. There may be more.
