I would say that's a good possibility.

I can't stand any of those snotty, arrogant blue Seamonkeys. Liara has the brass to complain about the Alliance not providing Air support on Thessia? After the Asari left our butts hanging in the wind through most of the game while sitting on the answer to the catalyst?
Yeah, the whole shuttle ride to Thessia is annoying. When she says; "My people are dying down there" and wants Shep to save them , I just want to scream. What the heck does she think the people back on earth are doing? Having a spring picnic with rainbows and bunnies? I wish I could've kicked her out of the shuttle.

The distancing in ME2 isn't weird at all. Shepard died and Feron, probably her best friend at that time (didn't read any comics) got killed because of her, at least that's what she believes at that time. She had been alone for half a century and was pretty happy with it, now she recently opened up to relationships and the two most important people in her life immediatly get killed. Now she spent two years in a business where you can't trust anyone, her own assistant being the best example. Of course she'd hesitate to open herself up again. Of course she can't pretend that nothing happened, Shep's back and it's all good again. Of course it's difficult.

the plot should have been more focused on building the crucible and gaining material/support for that rather than the fools dream of retaking earth, afterall as javik says, the loss of a planet is insignificant to the loss of a galaxy". all retaking earth does (if it even succeeds) is destroy a significant amount of allied forces which makes things easier for the reapers.

You two should listen to Shepard when he talks to Victus.
Victus: I can't leave my men alo-
Shepard: MY PEOPLE ARE DYING ON EARTH!
Victus: But Commander, Palaven is burning as we-
Shepard: I DON'T CARE! GIVE ME YOUR FLEETS!
Tuchanka mission:
Shepard: There's a Reaper in the way? Okay. Victus, you get fighters from Palaven.
Victus: Commander, I don't think we can...
Shepard: YOU better FALL IN LINE now. I don't care who is the Primarch of the Hierarchy here!
Victus: The Alliance already abandoned earth. I hear you have large fleets in reserve, including fighters and carriers. My people down there are in desperate need of what air support we have left. Can't you-
Shepard: Turian. Fighters. To. Tuchanka. NOW!

And now they know "hey, you may want to load an earlier save and lock your preferred romance in first, since the game can't magically divine who you're really courting until you do. This DLC has romance-specific content and you're going to miss out."Nightwriter wrote...
People who play the Citadel DLC have likely already purchased and played ME3, and probably already know there are romances.Optimystic_X wrote...
Because they had to have someone let new players know that "hey, this game has romances" and she just happens to be attracted to a Shep of either gender.Nightwriter wrote...
Yeah I have no idea why Liara shows up and flirts with you by default if you didn't romance anyone on the ME3 squad. Fans complaining of too much Liara imposition? Impose moar Liara.
There's also the tiny factor of her being the only squadmate who was with you since the beginning that can't die until the very end.
Besides, I was romancing someone and she still flirted with mah Shep.
And it was a lot cheaper to do this using Liara's already-recorded romance lines than to come up with a brand new way of saying it.
You're saying Liara flirts with you because they couldn't afford to record a single line of alternate dialogue?
My thoughts exactly.TARITARI wrote...

It's absolutely hilarious when people get mad at Liara for caring more about her own species (homeworld). Yes, she does...just like everyone else. Shepard doesn't spend the entire game moping about Irune or Khar'shan and tries to get everyone to rally together to retake these planets, Tali doesn't jump of some cliff because the reapers killed billions of batarians,...

For one, lots of players like Liara as much or as more as Garrus. If Garrus had been the mandatory squadmate and Liara had been the killable one, I have little doubt that players would be complaining about Garrus instead.
And obviously, people feel that she oversteps her boundaries because of it. But I have to say, I think a lot of the vitriol stems from Shepard's hard-coded reactions (via dialogue, animations, and VA tone) to Liara, not just Liara's behavior. Let me put it to you this way...I entered this franchise with ME2 for PS3 completely unspoiled, and just by watching the Genesis comic, I could see the disparity. I even told my best friend while it was playing, "Wow. They really want me to pick the blue girl."Another reason is that Liara simply comes off as the much more of the caring and nuturing type than Garrus. if the player is friends with both of them, I think checking on Shepard fits Liara a little better.
I'm not convinced that Garrus having one extra line would've ruptured their budget, but I accept this point. That doesn't abate people's irritation with her flirtiness, however. (Bug or not.)Another reason is the simple fact that Garrus can be dead.

Nothing like Reave-->Charge--->Shotgun to just annihilate everything in your path.
