Templars are supposed to kill Blood Mages on the spot rather than bringing them back to the Circle, Cullen allows Alan to head back to the Circle at Hawke's request. The "right thing" would be to kill Alan, he'd be doing his duty to the Templar Order, something which he idealizes.
In addition, he informs Hawke and Aveline about where the complaints against Aveline is coming from and allows you to deal with them, not anything he'd have to do but does anyway because he values Hawke as a friend. He could've just let Meredith waltz into the guards and take over.
Hell, he's rather polite when he picks up Bethany to send her to the Circle of Magi.
Cullen represents the "right" Templar, one who does his duty and allows his prejudices to not taint him completely. Hell, he doesn't want you to execute the surrendering mages if you side with the Templar at the end of the game and even stands up to Meredith
before the final confrontation.
