Over sexualising a character might be a useful way to briefly get male attention, but it's generally not sufficient to keep it. The characters that stay with us don't usually do so because boobs.

Also you still have the other characters I mentioned. Add Aveline from Dragon Age 2 onto that, and I'd hardly call Leliana or Wynne from Origins sexed up.
You've been giving me good examples and bad examples (I thank you).
But the important factor to consider with each example is: time.
Your best example yet, has been Aveline.
She is both a recent character and done with justice.
(Not that all females should be wearing pants, and swinging swords. It's just that more often than not we are given Tom-boy-ish characters who still happen to fall victim to eventual absence, or 50CCs of sex appeal.)
I'll be blunt though; I've never touched DA:2 and I'm likely not going to.
(Expectations of gameplay were lowered.)

Anyway, I think the mere opportunity of designing a breastplate leads to ample proportions. I prefer realistic proportions.
I also wonder why female characters often have to wear heels into combat. It looked classy on Miranda, but I find it a bit silly. Funny enough is that the Asari wear their tight suits but resort to the more healthy combat boots.
To be honest: The looks of the characters don't matter much to me, I'm mostly busy playing the game, looking for targets. However, when I started taking video footage of gameplay, I developed more affection for characters that looked good and possessed nice and helpful animations, especially the latter.
The only thing I always fall for are long legs and nice bum-bums.

Looks aren't important, that's the whole reason why female characters should be designed with their personalities/backgrounds in question.
We don't often see female versions of any character who isn't similar to narrow concepts of perfectionism.
I don't mind that there are attractive characters who are very feminine.
I do mind when they are subjected to constant camera angles to add to a suggestiveness that may or may not exist about the character. There are some Characters who are Harlots, and they are within their character to pick a wedgie in front of a camera. But when that line is blurred, and all female characters are subjected to this sort of behavior, that's when I go waving the gender banner.
I mostly only really care about this happening in Mass Effect.
No matter what anyone tells me, it wont change the facts...
The women who were in mass effect (because there certainly were a lot missing) had two roles.
Shake your ass & get on the bed.
I'm on the forums here, the bsn, to bother with the injustice done specifically in Mass Effect.

Really though, in the ME universe, wearing a full armoured hardsuit is only slightly more effective than wearing a bath towel, once your mass effect barrier is down. In light of that, all complaints on what everyone is wearing is pretty silly.

Wasn't meant to be a comprehensive list of popular female videogame characters. Was just a few examples of ones who consistently rank among the most popular and aren't overly sexualised.
There are popular female game characters that are such, the most obvious example being Lara Croft but also some others like Cate Archer (No One Lives Forever), Farrah (Prince of Persia) and Tifa (FF7). But if all they had were their strippertastic outfits, they'd be forgotten just like all those girls in DoA I honestly can't remember the names of.
