Shotgun - Piranha, Reegar and Wraith (Honorable Mention - Claymore)

I'd place the Claymore up there  in the top 3 but it lacks the versatility of the others. Wraith will wreck everything even on an Adept without sacrificing Power Recharge Speed, while doing just as well (if a tiny bit less damage) than the Claymore on weapon specialist. It also benefits from ROF bonuses, as do the Reegar and Piranha who out-DPS the Claymore without the weight.
