I am just wondering what triggers her asking for a Nug. It has always seemed to be random and on my current play through I can't seem to get her to ask.
What triggers Leliana asking for the Nug?

Being in Orzammar, I think. I always get it in Dust Town, but I don't know that that's mandatory.

FWIW, I have Leliana with me when I talk to the nug merchant. When she makes a comment about common nugs, I speak with her afterwards and the quest usually triggers.

I just replayed DA:O a couple days ago and I was wondering about the same thing. I knew she would talk about the nug sometime, but she never did with me. I had her over 75% friendship (not romanced) and she never brought it up and she was always in my party in Orzammar. I frequently stopped and talked to her asking if she knew anything about this place and she would just tell me about the history and I actually got her shoe conversation.
I eventually just went down to Dust Town, to check if I can talk to the Idle Dwarf and I actually got the option to ask him for a nug and my pc said that one of her friends wanted one for a pet when asked. So yeah, kinda weird. I bought the nug before I got the conversation with Lelianna. I never got it, never ever; at least in this playthrough.

I've never gotten this in any playthrough, so tired of telling him that, no, he won't fly up into the sky (any more than he flies up to the ceiling of Orzammar). I've had Leliana in the travel party pretty much since the Lothering tavern, been all through the Orz quests, dealt w Marj for her though not in romance and not getting her hardening dialog yet. I didn't use the cheat-gifts from Bodahn this run though, so she only more recently got to over 80 approval, but still... I'm a'gonna just keep clicking that guy over and over periodically as usual. Actually I reload after each time the convo doesn't go differently since Mr. Idle seems to convert to a one-liner NPC after that. Am I supposed to engage him once first and then return? It just seems overly complicated to get a nug in Orzammar. It's easier to wrangle a nug than simply buy one... Why can't she take a wrangled nug for a pet instead? What does she got against strays?

Did you try and talk to Lelianna in Orzammar? Ask her what she knows about this place and she'll tell you about Orzammar's history, maybe that will do something; either trigger the nug conversation or you can buy the nug from the dwarf.
That's all I can think about, I didn't use any of the cheat gift's either.

Just got it to work a couple hours ago. I had to ask her what she knows about Orzammar (where I grew up and called home my entire life... "Yes, it is grand"), and she added the nug bit at the end. Then I spoke to Mr. Idle, and it went exactly the same. But then I was able to speak to him again whereupon I had the new convo option to ask about "those big rat whatchamacallits." Ate 'em all my life and even wrangled 'em but didn't know what they were called... At this point Lel's at 100% approval though, so I don't know what the min % is.

Looking at the toolset, it looks like the only requirement is for you to be in Orzammar, though it's possible (I don't feel like tracing down what exactly the flag means by sPlotCode = Orz) that you have to click on her while the Orzammar quest line is active.
It doesn't look to be approval based, BUT if you're playing an unmodded game, you can also encounter the "no proposition for warden" bug if she's in love and you click on her there. However, the second click would bring the nug talk even if you encountered that. And that sets a flag, of course, so you can get one from the idle dwarf.
It's actually unrelated to the "tell me about this place," that you can ask her. Though she does give a bit of extra information with that.

I certainly never asked her about the place - went past the Nug Wrangler guy where she referred to the dirty things, then she brought them up after that.

Well, now thanks to succeeding at this game mini-quest, I've discovered there is a noisy animal in the game I loathe more than the mabari: Schmooples. I now avoid going back to camp given that it's been converted into a rat nest. Why isn't my mabari going after it like a good doggie? There really needs to be an in-game option to kill it like with the Mabari... or wrangle it to get 15 silver in the Orz Commons and recoup some of the failed investment...
