City Elf Origin: Why is there not an option to murder-knife Elva?

Or it could be Bioware oversight, lines meant to be in the game originally, then meant to be removed later if they changed something, only they forgot.
But I'm going with the former. It just makes the world seem more real that not everyone knows everything. Remember, wardens in Ferelden were few and most people had only legends to go on, having never seen any themselves.

Also: I have to wonder where Nesiara got her info on the Grey Wardens. There's nothing prohibiting them from marrying or having families, it's just that the taint makes conception difficult, moreso the longer it is in the body(according to Morrigan, which was why she couldn't use Riordan).
It's heavily frowned upon though. It's one thing to have a family when you join. It's another to get a family after you've joined. I think they actually prohibit the latter from happening (how strictly, I do not know).
That's why Oghren and Kristoff were okay. They had families prior to their joining the Wardens. And for a male city Elf, you didn't actually marry Nesiara yet -- she was taken before the ceremony finished IIRC -- so you thus can't marry her once you join.

On Video: Yeah, that is not worth sinking a playthrough into. lol

It might be an elvish thing? I mean, the elves seem to put a fairly high emphasis on both having kids and staying in the alienage. In which case a Grey Warden wouldn't be seen as a very appropriate husband, I guess.

If that were the case, her grammar would be that they "shouldn't" marry, not "can't".
Also considering that the Grey Wardens are mum as hell about the fact that they carry the taint, she wouldn't know about the difficulties with conception anyway. And there's always after the Blight when the Warden could return and settle down. But she never considers these.

Overuse of the technique, maybe. There are up to two other spots you can murderknife someone in the CE Origin, according to the wiki. Three murderknifings in a single short origin is a lot of murderknifings.
This and rewatching the "bind the one in back she's a scrapper" origin vid makes me want to roll another female CE...
I remember seeing a second line in the toolset if the PC doesn't meet the parameters for that bit of dialogue.
Paraphrased it's: "Lord Vaughan wants to save the pretty one for last."
Creepy.

I once got the "tie the last one up. Vaughan likes the look of her" but I prefer the less creepy "she's the scrapper." It must be set on how many times you threaten people. Telling Duncan you want to talk about his impending beating (when he's fully armed) and scaring Soris is one of my favorite Origins scenes.

As far as her being a snitch, well she is. But people like her who believe it better to cooperate with some unjust/imperial/foreign/repressive authority for whatever reason are fairly common. They may fear the alternative (perhaps in her case but I don't recall seeing any evidence that Elva was worried about what might happen if no elf was handed over), they might want to settle scores/perceived slights (which I think is likely part, perhaps a strong part, of her motive), or they might do so for personal gain (not in this case, but these make for the most intriguing stories. Typically the La Malinches and Chaim Rumkowskis are so complex they defy easy judgement).
It's been awhile since I played the game but I don't see the logic how she saved innocent lives. The alienage got brutally purged anyway ostensibly for what the CE did right?
