I agree with Varric and Leliana; in fact, with the way DA II ended, you have to those characters in the game at some point. Another character from DA II I would imagine we could run into would be Cassandra. I like all three and believe they will be in DAII.
One character I hope to see again is Sten from the first game and Shale.

Hmm... This is hard. I'd have to say Varric, Shale, and Nathaniel would be my top picks for previous party members to make a return. As for previous characters who weren't members of the main party I'd go with Cullen at this moment. I love me some Cullen.
When it comes to NPC's just to bring back in their original roles, I want Wade and Herren back so badly it hurts.

Hmm kinda of difficult to answer this one, I want say a tie between Oghren, Sigrun, and Varric, then Tallis, Sten, and Fenris.
It would be interesting to see what the party banter would be like.
There's plenty of others but damn narrowing it down is not easy.

Yes, Sibling Hawke is one of the characters I want to see most. I felt like they got so terribly overshadowed and marginalized in DA2, so I really hope to see them years later, out from Hawke's shadow (which we do get to see a small bit of in DA2/dlc). But I would love for them to be full companions throughout the entire game.
Second, I would choose Shale, because I really would love to see Shale again, in either golem or dwarven form.
And lastly, this is a stretch but it is something I have been asking for since DAO, but I would really like to see Flemeth as a companion. I know the knee-jerk reaction is to say "but she is too important/old/powerful" to be a companion, but I personally think this is exactly why i'd like to see her in this role. I also wanted to see TIM in a similar role in ME3. Instead of being the relatively unseen quasi-antagonist character that only gets a bit of screen time, I would like to indulge these characters. I think the best example I can point to would be Kreia from KOTOR2. Her role as a sith and inevitably as an antagonist is never a secret, but her presence throughout the game is what makes her such a remarkable character. I think Flemeth would be a great character to shine that companion-spotlight on, so we can get to know her. I do think her being a shapeshifter could cast her as any shape, of any age, so 'flemeth' could take the form of a young man or a young woman, as a companion.
And thats about it, I expect to see familiar characters return like Cassandra, and entirely new characters that I am excited to learn about.
