I mean the guy stands there and does nothing. Contributes nothing. Then he dies in the intro to ME2. Why did BioWare include him in the game if he's going to be useless?

The same could be said of Dr. Chakwas or Engineer Adams. They are only useless from a game play perspective. If you take into account the fact that it's an rpg, they are not useless, Pressly is the XO, that means he handles lots of day to day details of running the ship, such as crew training.
So mostly they are there for background color.

I guess so. Chakwas I did grow to like a bit over the three games, but Adams didn't really do anything even when he came back in ME3. I liked Donnelly and Daniels a lot better.

Pressly was killed at the start of the second game for the drama. When they introduced him, they probably didn't know they planned on killing him.
Engineer Adams is your sole engineer until you get Ken and Gabby -- and if they died, he's just your sole engineer. He also does do something: wander around the Normandy and you can see him talking with people, getting into debates about whether synthetics are "alive"... almost always with Chakwas, though.

I think they got better at making characters interesting as they went along. ME2 made even minor characters like Ken and Gabby (and that cook guy in the kitchen) interesting. In fact they'd talk to each other every time you got close to them. Adams wasn't that interesting in ME1, and he wasn't particularly interesting in ME3 either, even though he did do a little more. I think it's because he didn't really have a personality.
As far as Pressly, I think in ME1 they simply didn't know what they would do with your XO, but they thought they had to have him there. It's a beginner's mistake. There was no XO in ME2 or 3, for example, and the absence never bothered me.

@above: Agree there. Apart from the squad and Joker, I didn't really think much of any of the Normandy crew members in the first game. It doesn't help that you usually only speak to them once or twice in the whole game, and that's only if you're a fan of "Investigate".
If there was any moment in the first game where my crew were abducted and needed rescuing, I'd probably think "We had a crew?"

If Adams and Pressly had had more dialog together, like the conversation they have at the start of the game, when they are talking about Nihlus and if Adams had had conversations with Tali when you went into engineering (like Ken and Gabby do in ME2) then they both would have been much more interesting. I still like them though.

He serves as part of the exposition, as with most other minor characters in ME1.
