You need to look at it from both sides.
He may have been right next to you, but there are all sorts of reasons why he may not have been able to revive you - if he was on low health, trying a revive would just end up with both of you dead. If there was a Banshee/Praetorian approaching, trying a revive would also be a stupid thing to do.
I wasn't in the game, so i can't judge, but my opinion is that from what you said, you are heckling a guy for not going out of his way to rectify a mistake that YOU made (ie get killed) 
Okay, that's it, let me tell you something. I am not the kind of person to complain about how PUGs play the game. I am good at adapting and I tag along to whatever silly strategy they have in mind. Hell, I even went out of my way to help some newbies out, even though I am not exactly the best player on Xbox. You know, seeing as I am a PC player and only got a controller in my hands a few months ago. I don't care how good you are, I don't even care if you use consumables, as long as you're a team player at your best capacity. You want context? I was right at the door. A spawn appeared when I didn't expect it, killed me. I gelled, made a run to escape, failed, fell right at the door. I could see his feet. I was right underneath his Cain mine. Was there any risk if he made an attempt to revive me? No. Did he do it? No. He stuck to his cover like a little mouse. If he had revived me, I was playing with a Cabal, I could turn the situation around for me and for the entire party. I could catch a breather and even use a missile if things got too tough. They didn't have to be though, they only were because we had two players instead of three, seeing as the fourth rage-quitted after seeing what a toot the Talon was, and one of the remaining players isn't what you would call a pro, but, unlike that Talon, he would go out of his way to revive you. That's me, by the way. I am not the best player, I am not even great and I am unsure about whether I am good or not, but I know something for fact: I am a damn team player. He wasn't, we got pissed. There's no other side, because he didn't exactly see much action out there. When you're unsure, stick with your teammates, don't try to be a happy camper in a game that isn't for camping, or, worst case scenario, fall one difficulty back. End of story.
