I'm coming back to this game for the first time in a long time and would really appreciate some reliable builds for my squad mates, keeping in mind that I'm an Infiltrator with the bonus talent Hacking and I do plan to use all six of the squad mates at one point or another. Honestly, are squad mate builds pretty self-explanatory? I remember doing really well and not putting much thought into it other than "max out CC powers where available" and "give everybody at least one maxed-out weapon skill".

It sort of depends, is this going to be a starting at level one playthrough or are you importing a preexisting character.
I'd also recommend checking the Start of the Journey Thread. It has some very good single playthrough builds.

If its from level one, I'd concentrate your character on getting some weapon and defense skills in place before you worry about decryption, electronics and hacking. With that in mind, my priorities for the other squad mates would run something along the lines of this:
Ash: work on getting her into heavy armor, and maxing out her immunity, and soldier skill, then start working on a either pistol or assault rifle. Which would depend on whether you intend to use her as a sniper or shotgun user.
Kaidan, on Eden Prime focus on getting enough points in decryption to unlock electronics and get a point there as soon as you can. After that switch over to working on his throw, until you unlock lift, then max that out, also work on barrier to around 7, finally go back and take his decryption and electronics to 9 points.
For Garrus, focus on getting his assault training to 5 to unlock his armor skill and then focus on that until you unlock medium armor at 7. Then focus on getting his first aid to 7 to unlock his electronics skill, then take that and decryption to 9 finally assault rifle to 9 and sniper rifle to 12. I tend to focus on getting his defenses unlocked because I find him to be a tad fragile at first.
For Tali, focus first on her electronics and her class skill, both of these will boost her shields making her quite a bit more survivable, I don't ever bother taking electronics past 9. After that focus on decryption, hacking and a weapon skill of your choice.
For Wrex, focus on getting his defenses in place, by this I mainly mean heavy armor and immunity, then his weapon skills and finally throw, stasis and barrier.
For Liara, look to max out her lift and singularity as early as possible. That is her main utility. She also is quite good as your first aid provider, since her class skill adds to that. For her I'd decide whether you're going with stasis or electronics, since she's got enough skills to run into the power wheel bug. I generally focus on her electronics.
As a general rule the only weapons that I really try to max out are pistol (due to master markman being that good) and Sniper rifle. Assault rifle works perfectly well at 9 or 11 points, it has the least useful bonus skill in overkill, all it really does for the squadies is let them shoot longer, and you pretty much have to activate it manually. I find it better just to give them good assault rifles with frictionless.
So general rules of thumb, get them some defenses in place. Get their crowd control in place and class skills in place, and then get their weapons in place.

Sit back and enjoy your squadmates killing everything without you ever needing to fire a shot, even on insanity difficulty.
For Liara and Kaidan which have no effective weapon proficiencies, duh, they are biotics, so basically walking "I Win" buttons.
