What's the difference between ragdoll and stagger?

When people use the term "ragdoll" in ME3, does it include "stagger" as well?
For example, reave doesnt knockdown small enemies, but it staggers them. Does that count as ragdoll too?

No. Ragdoll means you knocked something to the ground/sky but it also counts as stagger I would say.

Stagger=drunk
Rag doll=really drunk

Baisically anything that knocks enemies down or sends them flying is a ragdoll effect.

Example: a wild hunter apears, you blast it with acolyte = stagger, folow up with throw and if shields are gone = ragdoll :)

Being staggered is different from being ragdolled. A character is ragdolled if it loses all sense of having weight (kind of like how the pull affects unshielded enemies as they float helplessly away). A stagger, on the other hand, is what causes a character to lose balance (without being ragdolled).

Think of it this way....

1) Drink a 1/5th of Jack Daniels quick. Then get up to walk. That'll be stagger.

2) After doing #1, then have someone hit you in the face with a frying pan. That'll be ragdoll.

Rendered defenseless is how I would describe it. IE pulled enemy, singularity trapped enemy, frozen, lashed, concussive shot that knocks enemy to ground.

Answer:

Ragdoll: A state in which an enemy is asleep, knocked down or is actually feigning death. Only human-sized enemies do this.

Stagger: Something the Disciple needs 100% of.

Serious Answer:

Ragdoll: An activator in which a sprite loses all its joint restraints and is effectively rendered into a sort of "jigglebones". Affects humanoid sprites only.

*Ragdolled enemies take more damage from all sources.

Stagger: An animation in which a sprite is unable to perform self-conscious actions. Affects all sprites.

Stun lock stops you or the enemy from attacking any further, stagger lock is just staggering over and over.

Stagger is what the Geth drone does and the Geth Prime stuns you.

Hmm. An interesting question. Well, best I can answer is by examples. Atlas rockets stagger you, whereas energy drain would stun you, which perhaps expains the difference in the animations. A "lock" is simply a repeat of these, so that the character who is affected simply remains in that state for an extended (more correctly indefinite) duration (until death perhaps).

They don't have to be floating, knockdown is ragdolling them too; anything without shields and with health can be ragdolled, anything without armour can be ragdolled with lash, and anything that is humanoid can be ragdolled by biotic hammer.
