 I went to Denerim and I decided I would knock out both Alistair and Leliana's quests. I did Alistair's first. When we talked after meeting his sister I made sure to pick the dialogue option about how everyone's out for themselves and that he needs to learn that.

I went straight to Majorlaine's from there, killed her, then went back to camp. I tried talking to Alistair, but he only gave me the regular chat options. I was able to do Leliana's post-quest conversation though. I completed that with her and tried talking to Alistair again, only to still get the regular conversation options. I then left camp and went back to talk to Alistair again, but still no change.

Then, I loaded my oldest auto-save which was right before attacking the guards in the front area of Marjorlaine's house. Before fighting Majorlaine and completing Leliana's quest, I left the house and went back to camp to talk to Alistair. Still got the regular dialogue choices. 

Do I need to have higher approval? Or be further along in the story? Do I just need to wait longer? Is it glitched and I won't be able to Harden Alistair? Any input is appreciated.

I've done both quests at the same time too. Alistair's quest will come up right after you go to Redcliffe for the first time. I am unsure if that first part is keyed to approval.

On the run where I was going to lose him (I planned on keeping Loghain), I didn't speak to him except to do his quest. After talking to Goldanna, going back to camp, he wouldn't do the follow up convo with me. (His approval was pretty low since I didn't say anything beyond what I was required to in order to keep the game running along). So I was able to do the first part but never the second (hardening him).

I believe he needs to be higher in approval, just keep talking to him, give him gifts etc, whatever you can do to raise it. He will want to follow up his convo with you.

Otherwise, if he already has high/maxed approval, you may have a bug.
