With the armour piercing mod, does the damage reduction hurt much and is it only when it pierces things or is it all the time?
Mainly I'm curious for NPC's since they seem to hit cover more than they hit enemies. Also wondering if it stacks with Garrus' ammo power and the native piercing abilities of the Mantis/Javelin?
Unless it's James with the Typhoon. Man he's awesome with that thing.

The damage reduction doesn't hurt much, not sure about the 2nd part of the question.
And yes im pretty sure you can keep stacking the penetration then improving it more with Garrus's AP ammo and the piercing mods and the automatic built in penetration of guns like the javelin can allow some fun wall haxing.
