yes they stopped entirely working on the IP since they're busy with DA:I.... BUT..

Why are the DLC full price ? You can't even log anymore and get your unlockable item. The game is not even available on steam(That where i got it) and the store is closed.

I am doing another playtheough and I said... Why not. Let's go purchase the DLC...

BUT

Why Would I waste 30 $ on a 2.5 years old dlc ? Why ? I want to know. Skyrim ultimate edition is cheaper.

EA DLCs don't drop prices as regularly as others, apparantly. Legitimate, but not necessarily a smart move
The inavailability on steam has something to do with a dispute between Valve and EA over the conditions there. The more cynical explanation is EA pulling games off Steam to make their own platform Origin more attractive in comparsion.
The unlockable item was promo stuff. Works better if it's timed. If it's any consolation, the unlockable items weren't impressive at all.

I hear you. I paid full price for all the dlc, including 10$ for that damn shop but the game was so underdeveloped that I felt it was worth it.

If you can trust my judgement, buy exactly one weapon pack for your favorite class ( the first ones have the best weapons ), get black emporium ( it has good gear, amazing gear for a mage in act 3, stat potions, and adds some aesthetic variety ), exiled prince is 5 dollars so maybe worth exploring, DON'T buy Mark of The Assassin it's pretty bad and offers junk loot... ALL OF IT SUCKS, and maybe consider Legacy. You can glitch 12 buffs on to the hawke's key item you receive ( which will be a staff, sword, or dagger ) in Legacy and the setting is pretty good but it's very short.
