I'm doing one final playthrough of the entire Mass Effect trilogy, and was hoping I could keep my skills and points while changing my class and backstory, but then realized I could not do that. I would like to be able to have the necessary paragon and renegade points needed to complete missions with certain outcomes, and I don't want my playthroughs of the other two games to suffer because of it, but I also thought it would be fun playing a new class with a new backstory for this final playthrough. Would it be a good idea to make a new character, or should I just keep my original, level 60 character?

A new character would bring new features of the game into play which you may find more interesting than go about it the same way as before. Especially if you also change gender. And with a different background story, you can role-play the game accordingly to new and refreshing results.
There could also be an added benefit in trying out different ways of playing the game which you may discover when you return to your original favourite character to have another run with him or her: having experienced the alternatives, you might appreciate that character or playing style more.
It's been that way for me. I started playing ME with my maleship, but needed so many corrections to the face and restarts of the game that I needed a rest from that character. So then I ventured to create a femshep (with different class and playing style) instead and found the result sufficiently entertaining to create another femshep (with third class etc) and finish the trilogy with both of them. Returning to my maleshep now it's more fun than ever playing the man and tougher style.
