Sebastian is interesting. Befriend him and side with the mages and he's everything positive about sincere religion. Rival him and/or side with the templars and he becomes frightening in his fanaticism.

Or it could be out of respect/the given situation.
Correct me if I'm wrong, but doesn't he only threaten the entire city on a rivalry path?
I remember having him at ~50% friendship and I think he says the same thing, but adds it'd only be to find Anders, or something.
