Third person shooters are just first person shooters that don't make people feel car sick. (And, yes, that is why third person shooters were developed.) Given that the one I referenced came out in 1992 and the one you referenced came out in 1999, um ... I'll let you figure out the origin.
(EDIT to correct the release date of Winback)
It doesn't matter if the reason was because somebody got really drunk, Mass Effect is still not a first person shooter.
Also, Hovertank 3D.

My Salarians are named Lokat Piks (Infiltrator, one of my signature characters and a Spectre of Shepard's caliber), and Phap Kok (Engineer, little is known of him other than his bawdy sense of humor), respectively.
My Geth are all massive Shepard fanboys and named themselves after famous Human scientists & engineers. Minkowski (Infiltrator), Helmholtz (Engineer), von Braun (Trooper), and Tesla (Juggernaut) respectively.
My Drell Assassin goes by the alias "Ichi", given to him by his friend Kasumi Goto, which means "one" literally, because he's an army of one.

Wow, you are really big into splitting hairs. Yes, Hovertank 3D http://en.wikipedia....ki/Hovertank_3D developed with the Wolfenstein 3D engine by the developers of Wolfenstein 3D. FWIW, as someone who worked in game development back in that era, everyone credits Wolf3D as the first, even though there were other not made by id before it.
Either way, you are correct, Mass Effect is not a first person shooter, or a third person shooter (can we just agree to call them all "Shooters"?). It is a Role Playing Game (RPG) as I originally said.

Technically it is either an RPG with third-person shooter features, or a third-person shooter with RPG features, depending on which playstyle you wish to stress to your current audience.

class: Krogan Warlord Sentinel.
Prefered weapon: A damaging shotgun.
Spec: Electric Hammer, toughness.
Warlord Dreg have had a tough life.
When he broke from his old clan back on Tuchanka to create his own with his few supports, he was hunted down by any Krogan who wanted to earn some money. In months, Dreg did nothing but fight and lose men. At last, his wish of creating his own clan perished, as a Harvester attacked his last man, a vorcha with suprisingly good technical expertise. As his vorcha was gone and he couldn't maintain his stuff himself, his Tech Armor and Electrical Hammer backfired on him.
Left to die in the rubble of Tuchanka, Dreg had nothing to do anymore. He passed out, and when he woke up, he was hold hostage on a foreign ship. His old clan had found him sold him to batarian slavers, who planned on rid of him by selling him to a bar-owner on Omega, who gladly accepted a krogan bouncer. And Dreg fully accepted his new fate - he didn't think it could be worse now.
When the Reapers hit, Dreg was put in a human trial, as he had attacked a group of Alliance Marines out of nowhere, just to end his life, and he wanted it to end with his hammer in hand. The court found it problematic, but gave him to option to avoid charge if he fought for the Alliance. He gladly accepted, but asked if he could get someone to maintain his stuff while in the field, and to his suprise, the court told him that they had found a vorcha who had gived them the information they needed to put him in trial, and that this vorcha was the same vorcha who usually maintained his armor and weapons. Dreg was know to have said "I will fight for you then, but if you'll excuse me, I've got a vorcha to beat up", before he left trial without permission.
Now Dreg fights for his homeworld, and for a dream of building a clan with his old mate, the vorcha.
...Too much?

I'm sure many around here would argue that ME3 is more third person shooter with RPG elements =P
Really it has elements of both. It's not a pure RPG nor is it a pure third person shooter.
