Problem with a nearly maxed manifest.

Buy Reserve Packs. They have a 15% chance of dropping ultra-rare weapon locks. But you will have to used to Crying Ammo IV because you will get a lot of it.

But, nope. No way of increasing UR drop rates. Just get yourself half an extra chance for your money per-pack with PSPs and Arsenals.

10 ultra-rare weapon unlocks in 76 PSPs: 13.2%
8 ultra-rare weapon unlocks in 76 Arsenal Packs: 10.5%
20 ultra-rare weapon unlocks in 132 Reserve Packs: 15.2%
That is good enough evidence for me.

Yeah, it wont increase your drop rate, but you are likely to get at least one UR drop this way. It helps keep a positive experience going

You are making an assumption. Please provide evidence to back it up.
Random is random.
No random is not always random. A lottery which always uses the same 49 balls every week is reasonably random. But there is no evidence which suggest that the ME3 multiplayer shop uses a reasonable implementation of a random selection. There is actually a lot of evidence which suggest that it doesn't.
A lot of players have e.g. observed that it is very difficult to max out your Uncommon Gear. That clearly suggest that there is a odd system of pre-configured weights coded in the store system. The description of Arsenal Packs and Reserve Packs (which are both biased towards certain unlocks) actually confirms that the shop isn't purely random. And my observation is that the bias of the Reverse Packs results in a higher ultra-rare weapon unlock rate.
If you want to prove me wrong please provide numbers like mine above.

I'm 4 UR's away to max my manifest, so my numbers would not be relevant, so I can't prove you either right or wrong.
But I just bought 5 PSPs, and I got 3 URs out of them, that's not a bad of a percentage. Now we can start to guess if I would've had the same luck with Arsenal or Reserve Packs, but we'll never know, because it's random. One run of statistics doesn't prove anything. If those statistics came from 5-10 different people, I'd say you're right, but in this case your proof isn't really valid.

I flipped a coin 5 times, and got heads 4 times. This means that everybody will average heads 80% of the time they flip a coin.
