Lore Question - How are slave mages treated in the Tevinter Imperium?

Tevinter enslaved the elves of Arlathan, and some of them were mages (according to elven lore, they were once all immortal mages, but started becoming mortal and losing their magic after contacted with Tevinter). Tevinter doesn't have a problem enslaving mages.

Varania was still a slave as a mage, and only became free when Leto (Fenris) fought for her freedom.
As for what Varania said (about becoming a Magister), I assume it's an issue of Danarius being powerful enough to accomplish precisely that (since he's a member of the Senate), or it's merely an example of changes to the lore that seem to happen quite a bit with this franchise.
