Is Marksman good to have for an Infiltrator?

The only way to improve the amount time slows down ("time dilation" as it's known in the Mass Effect lore) is to install and upgrade concentration mods. If infiltrator + time dilation isn't enough, the soldier's adrenaline rush will do the trick.
As for marksman, it won't be so useful for that purpose. Sure it improves weapon accuracy, but it won't affect player accuracy.
Here is a handy hinter. Pick Liara T'Soni for her stasis (spec if for bubble), then pick Garrus, Kaidan, EDI or Tali for their overload/energy drain. This will remove the shields/barriers and also stun unprotected fores for that epic head shot.
Also use squad cryo ammo. This will enable your squad to freeze foes.
Stasis + overload/energy drain + squad cryo + concentration mods + tactical cloak = headshots.
If you can't get headshots with this setup, just play as a soldier with adrenaline rush.

As for Marksman as a power. If you really want to use this power, go ahead.
You'll get some amazing weapon accuracy bonuses and some neat damage bonuses to boot.
Add this to your tactical cloak and you get a very overpowered infiltrator.
Heck roll with an assault rifle under marksman and tactical cloak.
One of the common complaints about the infiltrator is if you use marksman during tactical cloak (you need bonus power in your tactical cloak spec), you can produce a soldier that outperforms the soldier in terms of weapon based DPS.
It is also claimed that with tech powers under tactical cloak you can outperform the engineer, and with flare as a bonus power you can outperform the adept.
So by choosing infiltrator, you've probably chosen the most powerful class in the game.

It could somewhat(especially combined with concentration mod - like mentioned above) offset the fact that target acquisition is challenging and enable you to get an easier hit on second or third follow up shot.
Adrenaline rush remains the best bet in that department. Unfortunately Infiltrators don't get to utilize it.

Here is what you need to do :-
1) Pick the bonus power evolution on tactical skill tree.
2) Evolve marksman to whatever you like either extra rate of fire or extra accuracy . This is your choice depending on the weapon you want to use and your playstyle
3) Pick a weapon that benefits greatly from Marksman. Examples include Blood Pack Punisher SMG, Tempest SMG, M7 Lancer, M90 Indra, M27 Scimitar, M99 Saber, M76 Revenant, Phaeston, Geth Pulse Rifle, N7 Typhoon, Black Widow. It is not advised to use Cerberus Harrier or Hurricane SMG because they can deplete their ammo very quickly under marksman
4) Cloak, activate Marksman, shoot
5) If you did everything right, the cloak will not wear off as you activate Marksman but when you fire. So your Tactical Cloak cooldown will cancel off the Marksman cooldown. Which means the maximum recharge time of your powers regardless of your weapon weight will be 3 seconds.
6) Which also means you can keep your Marksman going indefinitely. Marksman stays on for quite a while, more than 3 seconds. By the time your marksman runs out your cloak and marksman power will have recharged. So stop shooting for a while, recloak, activate marksman, continue firing.
I have tried this build & it works brilliantly.

You actually do not need the bonus power evolution for Marksman. You can fire any power you want (except grenades since they are not an actual power) under cloak and it will use Cloak's cooldown.The Sin wrote...

True. However enemies eeem to autotarget Shepard immediately after he/she breaks out of cloak on higher difficulties..& marksman requires you to be out of cover / to use soft cover..which is why I advocate for bonus power...

If you plan to use a sniper rifle, the damage bonus from the SR evolution is too good to pass up. And in my opinion, if I was not going to use SR's whatsoever, I would stop cloak at Rank 4 or 5 and concentrate on other powers, as enemy neutralization speed is the best defense you have.
