They might have roughly the same XP, but brutes are even less threatening than marauders, imho.
A scion can completely devastate a team of players from 40m distance, through a 40x40cm window.

I never said Scions take ages to kill, the problem is that they need a splitsecond to kill YOU...
Here's the difference
Unless you are using an infiltrator with max weapon damage and good aim you'd be in real danger if you get caught by one of them, and getting into the scion's melee range is not the safest thing in the world, and sometimes you just can't thanks to captains or other Scions, while keeping yourself outiside a brute's melee range shouldn't be that hard, unless you're doing an escort/hack.
We can argue that brutes are underpowered, but to me is more that the scions are overpowered.
I don't even start to talk about the possessed ones...
