Depends.

If I am using a power-focused class such as the Engineer, I would use power-damage armor. Serrice Council armor pieces provide +10% power damage per piece, so 50% power damage total. A shame that you get the Serrice Council Greaves on Cerberus HQ, which is past the point of no return. I use the Blood Dragon Armor or Inferno Armor only occasionally (both +30% power damage), at least until I get enough Serrice Council pieces to equal the power damage output.

Inferno Armor is good for an early-game power-focused Sentinel that is using both Tech Armor and Barrier/Fortification. The +30% cooldown bonus of Inferno Armor allows you to offset the cooldown penalty somewhat of both shield powers until you can evolve them for rank 6 Recharge Speed.

For weapons-based classes, I would use the Hadne-Kedar armor pieces (+10% weapon damage each, for +50% weapon damage total).
Note that "weapons-based" is flexible. Infiltrator, Soldier, and Vanguard are obvious, but weapons-based Engineers, Adepts, and Sentinels are also possible.

For a Tank Sentinel (Sentinel with maximum protection Tech Armor and Fortification/Barrier/Defense Matrix), I would use armor that increases shields and/or health. Any armor that provides bonuses to shield regeneration rate would also help.

And sometimes I use armor that I think just looks good.

My Engineers get the Serrice Council armor, both because of the big boost to power damage and because I think it's one of the better looking suits in the game.

My Soldiers and Infiltrators get Hahne-Kadar. It's not my favorite in appearance but it does what I need it to do.

Adepts usually stay in the basic N7, but sometimes I go with the HK suit for them as well if I've chosen Warp Ammo as my bonus power.

Sentinels likewise depend on the bonus power. If I'm going with Warp Ammo I take HK again as I think that the stacked weapon damage rounds out the character nicely. If I'm taking Fortification I go with the Rosenkov armor for lowered cooldowns. My "tank" Sentinels aren't the kind that carries all 5 weapons with a -200% recharge, I do a lot of casting and want my cooldowns to remain reasonable.

I don't neccessarily match the helmet to the suit, I wear whatever I think looks the best. For me that's usually the basic N7 helmet, the Mnemonic Enhancer, or the Sentry Interface.

My Adepts use Rosenkov Materials Chest, shoulder, arms, greaves and use the headpiece tht has 10 cooldown reduction.

My vanguard alternated between pieces for weapon damage & ammo bonus and N7 Defender.

The Cerberus Ajax Armor offers the most bonuses, but they're geared more toward Soldiers or Infiltrators. For more power-focused classes, I tend to go with a combination of Serrice and Rosenkov for power damage and cooldown.

Then there's the absurdly overpower Cerberus Nightmare/Spirit/Shade armor if you get 9999+ points in the Armax Arsenal with the Citadel DLC.  You can pick whichever set best compliments your class.  Personally I don't like the Kai Leng/N7 Slayer look.

Does the ammo capacity bonus on the Cerberus Nightmare armor increase magazine size? If not, I fail to see how it's better than pure +weapon damage N7 armor for soldiers or infiltrators. Maybe if you're rocking a Cerberus Harrier / Widow Combo.

Not mag capacity, just spare ammo. If that doesn't float your boat, then you can always go with Spirit or Shade. But with certain weapons (your Harrier example is a good one), extra ammo capacity is a big deal.

The armor that looks the coolest is always best. That was the same in ME2 as well. :)

In ME1 it was whatever you had with the best damage protection.
