If you've got a weapon that, when you add a damage mod to it, it maxes out the bar, is there a ceiling that you can't go past and therefore am I just wasting the mod slot by putting a damage mod on it?
Is there a damage limit for weapons with mods?

No, there is no upper damage limit for weapons. Stack all the weapon damage mods, armor, intel, and passives you want.
