Is there any chance that Bioware will add multiplayer exlcusive weapons to the ME 3 single player campaign? I mean weapons such as the Collector SMG, sniper rifle and assault rifle. I really want to use these weapons but I can't access the multiplayer due to internet issues.

I am afraid they won't. It was confirmed that Citadel DLC was their last one. They are probably putting all their resources on the new Mass Effect game.

Kind of sucks that they never opened those up. It really shouldn't even be that hard to do.

There isn't any chance since they have announced they are done with content for Mass Effect 3. To be honest you aren't missing much and I think it was a deliberate choice to leave those weapons out of the game for they added all the other multiplayer weapons and weapon mods to single player, so even if they were going to add a new weapon pack I think it might even be different weapons.

 you can get the Collector assault rifle in the single player, but you have to use gibbed save editor to use it (yes it works for xbox, that's what I have), the collector assault rifle's files were in the single player game since launch, just un-obtanible through normal means, I have a level 10 collector rifle on my soldier. Hope this helps a little, but for the smg and sniper, you're S.O.L

That great idea . Also = Why ? You couldn't take the mass effect 3 = All the powers you got and weapons and upgrades . Transfer into a new game on Mass Effect 1 and Mass effect 2 . Would add more depth to the player playing style and things he didn't have before ?

I disagree, N7 weapons are Collector Edition benefits, and should remain so, or at least sold separate. I don't want to pay 1200MSP for half of the things I already owns. Sell the 3 Collector weapons for 160MSP, N7 weapons and the robot dog for 400MSP.

You do realise that selling pre-order bonuses (N7 weapons) rather defeats the purpose of making them a pre-order bonus? It's a one-off deal and no one will ever pre-order your game again because they have learned that they can get the same benefits if they just wait.
