Hello All,
I am replaying Mass Effect and thinking about doing a PERFECT playthrough. What I'm wondering about is what is the lowest level I have to obtain in order to receive Level X items? Does it have to be 50 or higher?

Yes, I am pretty sure you have to be at level 50 to receive to get level X items. You may have some leeway, but I am not entirely sure about that, so assume level 50.

What I found on the wiki goes basically along these lines. You might see a drop a little out range, but not much.
1-6 I
7-12 II
13-18 III
19-24 IV
25-30 V
31-36 VI
37-42 VII
43-48 VIII
49-54 IX
55-60 X
So basically every 6 levels you'll see an upgrade in equipment class. There are a few exceptions, such as spectre VII guns and some fixed items on certain merchants that are available regardless of level. Like Dr. Michel having the level VIII medical exoskeleton whatever your level and the fixed drops for the convoys in Pinnacle station.

Not unless it's your very first game, which is capped at level 50, on a later playthrough, it's quite possible to hit level 57 in one playthrough from level 1.

Yeah, that's what I am at right now. This would be my very first playthrough with the character.
Here is another question, and I will try to make sense explaining it. Let's say I go to level 50 and I get an X item, I am able to get ANOTHER level X item with the new game +, correct? What if I play new game + AGAIN to try and get another level X item? Am I able to obtain 3 or more level X items if I really want to put my time into it?

Then your level cap will be 60 not 50, by first time ever, I meant, just opened the box and put in the disk first kind of playthrough.
In response to your question, yes you can get a reward from the engineer at the end every pass, if you're high enough level it will be a level x of whatever you choose. You can get more than one of each level x from random drops (crates, and the drops you get from combat). There is no limit on the number (aside from the hard cap of 150 items in inventory) That said be careful to hang on to some level VII shredder and tungsten ammo mods (some of the best ammo in the game), as it will stop dropping at higher levels.

Another thing worth of notice is sometimes an item from a higer level is not automatically better. For example, chemical rounds III is actually better than polomium rounds IV; ablative coating VII is better than energized plating VIII; and exoskeleton VII is better than combat exoskeleton VIII.
This is not common though, only happens with a few items, but nevertheless is better to pay attention.
