I currently have 4 emissaries in my camp but I can only donate to 2 of them, what gives?

Maybe you don't have stuff the others want...?

Redcliffe soldiers want money,
Dwarves want sapphires, amethysts, malachites or topazes,
Mages/Templars want runes,
Elves want elfroots, deep mushrooms, metal shards or deathroots,
(Werewolves don't want anything...)

If you don't have any, say, runes in your pack, I imagine you just won't have the option to donate to the mages/templars.

Don't the werewolf's ask for nugs? Maybe I'm totally remembering the wrong thing, but I swear I was collecting nugs for the werewolfs :? Been a while since I had them in a playthrough.

You can give the werewolf envoy a single nug, though it has no bearing on anything. It's just there for dark laughs.

Nug collection is for a different side quest.
