We're all generally aware there's a ME4 in the works, at least when it comes to ideas being developed, etc, so is there a reason we lack a forum to discuss the new possibilities like we can for DA3? Not to mention, what about for the upcoming movie?

Probably a combination of the fact that:
1) ME4, while acknowledged, hasn't actually been officially announced yet, unlike DA3. The forums have traditionally not created new game sub-forums until the official reveal.
2) There are many topics to discuss ME4 in right here, including one pinned.
And the movie will probably not get its own forum. It's also still a long way down the line, so don't expect to hear anything soon.

I suppose. Still, I feel like DA3 is in the same position. While sure we have a couple of photos to look at, we don't have much else to go on except speculation. The ME universe is fairly established already, so I'm not sure what they could show that would look new anyway.

It's mostly a function of formality and advertising. DA3 may only have a few teasers, but it's something--they really care less about how much we have to go off of and more more about if they've officially announced it yet. Announcements, even for expected titles, are significant opportunities to generate buzz and a game forum is nothing if not a buzz engine. It will come, to be sure, but probably not until they're ready to shine some kind of spotlight on it--which is likely after DA3 gets some more details. Though it's not entirely impossible we could hear something about it this E3--but even if we do, the focus will definitely be on DA3.

I think the reason why there is not a forum for me4 is that the responsibilities have shifted another "bioware" studio.
It could simply they have just not coordinated there efforts as of yet. Until they do I think a thread discussing it would be a nice idea

Sooo, how long have they been working on this next game? About a year now? A little more?
Do you think they're gonna mention something abt it at E3?
I just don't know what's going on w/it. A theme? A very small, general synopsis? Some small idea of where they're going with it.
