Is the Cerbreus Harrier viable on a vanguard?

My guess is yes it is and will continue to be.  I 'm doing an adept play through and am only carrying the Harrier.  It has worked out quite nicely.  The gun is light enough on its own to not really interfere with cooldowns and when you do need to shoot stuff it is really good at that too.

You can beat the game with a Vanguard not firing a shot. The Harrier is one of the best weapons in the game. So it should be fine.

Definitely a great gun. I use it with an SMG (upgraded to V) on SP insanity and stay at 200% power recharge.

It's my favourite assault rifle by far in ME3, other guns are either too slow or too heavy for me.

I guess you could go for a pistol with power amp (not sure if it stacks with the SMG one), but I like picking off things at a distance sometimes.

The Harrier's only problem is it's ammo problem. That isn't a real problem for a Vanguard, so it's a fine gun on one.

One small note: if you're like me, play multiple playthroughs and don't like using the same gunover and over again, you might want to skip the Harrier on the Vanguard. The Harrier is great when used by anyone and Vanguards don't really make it any better (Soldiers and Infiltrators do because AR and TC improve ammo efficiency). So you might want to take a shotgun instead. Preferably one of the really inaccurate ones like the Raider. The Vanguard makes shotguns with wide spread shine because you'll be so close most of the time that almost all pellets will hit. Then you can save the Harrier for your Soldier or Infiltrator.

Of course, like everyone else has said, the Harrier is probably the best all around weapon (definitely the most well rounded Assault Rifle) in the game. So feel free to ignore all of this and use it with your Vanguard.

Don't believe so.  As I understand it, it only applies when the weapon is equipped (as in, held in Shepard's hand).  Since you can't dual-weild, there would be no way to benefit from both at the same time.

Yeah.  The power mods work like the melee mods and the weapon with the mod has to be in Shepard's hand for you to get the bonus.
