Only truly bad character is the Turian Saboteur. Three of the classes mentioned in the OP (Krentinel, Kroldier, Slayer) are boss as hell, although you have to be on-host to Slayer well.
That isn't to say that some characters aren't better than others, but the Turian Saboteur just has nothing at all that other classes can't do better. Most classes at least have some sort of niche, some playstyle that'd make you play them over other classes.

There are "bad" kits, there are "bad" weapons. At least when compared to "good" kits or "good" weapons. Everything is relative to what it is being compared to.
For instance a super mega elite player can dominate a random "scrub" in a gold match with a zero points character with a common weapon. You slide the difficulty back to bronze and give the scrub some nades and the tables turn because everything dies at first contact.
