The dialogue in the cinematics does not wait for the previous line of dialogue to finish, the timing is off somehow. So at the end of each segment of dialogue there are two voices talking; the end of the current line and the beginning of the next.

People actually listen to the voice overs?
I just skip through the text since I read faster and turned on the subtitles to zoom through the game.

Not the voiceovers in cut scenes, but in the movies. Say when you start a new game and Duncan tells us what "the Chantry teaches us," the dialogue is messed up. It seems the audio track does not sync up, and some the sound effects (swords, death, destruction, etc) play prior to the said stabbing occurs on screen.

Okay, now I'm happy but a little embarrassed. Evidently all I needed to do was restart my computer. Probably should have tried that first.

I have the same problem. I've chatted with technical support twice, send them my dxdiag, showing that I have all the updated drivers, and they can't figure out whats wrong. They told me to run the game in XP compatibility mode, but that doesn't fix anything. Sound lags video by 4 seconds.
I have a 1GB video card, quad core processor, 8 GB of DDR3...I shouldn't have this problem!
