Alrighty then... My TV broke, and its not covered by the insurance, which means I wont be able to play my Xbox for a very long time. So, instead of waiting to get a new TV, I'll get ME2 for the PC.
As I dont have a ME1 save on my PC, I wont be able to import my Shepard into ME2. If I make a new Shepard, will I be able to choose what he did in the first game? I dont want Shep to be a Paragon through ME1 and suddenly switch to renegade in ME2, and I definitely dont want the council still alive.
If I dont import, can I still choose what happened in ME1?

The big choices should be choosable, but smaller ones (that you make in certain important side-quests), probably won't be (they might not even have an effect on the sequel).

yes you can change some big choices such as whether or not you saved the council.

I dont think you can choose if the council lives or dies... i'm sure i read in a preview that they're always dead if you do not import a character.

You can't change any decisions. You can make them fresh if you don't import, but you can't import and change your choices.
