You don't have too, just have all characters based on the Citadel with similar backstories (e.g. a choice of 3 like Shepard had, and his were quite broad/generic as well, they could easily make this work). Not to say they couldn't be possible squad mates though. A Geth or Vorcha squad mate would be cool, not so sure about Volus.

In practice, absolutely not. It would necessitate an absolutely immense amount of work that could be served much better elsewhere.
By far the biggest problem is animation.

i have to agree with this. It seems like it would be sacrificing overall quality in favor of an overabundance of options.

Sure it would be difficult to craft origins and all for each playable race, but the payoff would be equally as great.

This would be step back from original series.
You can have silent protagonist and give him voice in next volume, but opposite would be see as problem.

Even if some such altering programm existed, having six version of each dialog of main hero would mean six time more audiofiles. This would be a lot of space which would miss elsewhere.

Will we be allowed? Don't know, BioWare hasn't given enough information on the next Mass Effect game to make heads or tails of their plans entirely.
I would love to play a Quarian, Turian, Salarian and the other races in the next Mass effect game, it's actually why I really love the multiplayer, I can play my favorite races, and not feel like I must play something I don't want to. I can say for sure that I'm willing to give up a character with a voice for more options, but it doesn't truly mean that would be enough to get it.
I live in a bit of a dream that the next Mass Effect will offer both race selection and give those races their own voices, but it's only a dream. I doubt it will happen, but if it does I will be happy, if not I will shrug and smile. So long as I get to play more in the Mass Effect Universe, enjoy its story, the squadmates I pick up, and everything else that makes Mass effect awesome, I will be happy.

None of the NPC characters have any animations even approaching the complexity of Shepard's animations. There's a great deal of physics to consider. You can't have an 800 lb krogan move the same way as a 90 lb salarian. It doesn't look right at all. You have to account for size.
