Which character do you wish had a bigger role in ME3?

As for the minor characters, hmm...it would've been nice to see Kal'Reegar again. I also wish they didn't waste all that work they did with Udina and not made him a predictable traitor.

But I think one character who definitely should have had a larger role was Grunt. How on earth do the biological implications of a perfect Krogan not get brought up when discussing whether or not to cure the Genophage? Grunt's genes alone would make any offspring he produced more powerful than 5 times that number of normal Krogan.
Even without that, just think of how important he is to the Krogan side of things. He'd be Wreav's trump card in his dreams to restart the Krogan rebellions. Wrex would use him as a symbol to rally more support for his own cause and accept Urdnot leadership.
Where I think Grunt could have really shined though, is if he had developed to accept Okeer's ideology that the Krogan don't need numbers to be a threat and must accept the Genophage. He could have presented a really interesting counter in perspective to Wrex, Wreav, Mordin, Padok Wiks and Eve, doubly so because he himself is Krogan, and could have added some depth to the decision of whether or not to cure the Genophage.

They could have not given you the option of killing the VS in the coup, but they set up all of that by having 1) making Major = Captain in the Alliance instead of Major = Lt. Commander like it is in every other military organization; 2) Ashley being coached to be a b****.
They gave Garrus a pretty big role, despite how he could die in the Suicide Mission. You pick him up on Menae, within the first couple of hours of gameplay and shares the 'Shepard's closest friend/confidant' role with Liara. Tali still gets to be a squadmate, even though she can die on the Suicide Mission. They COULD have made the effort for other characters. They just chose not to. And, yeah, I get that certain things get cut for the sake of time, but this is a hypothetical discussion anyway, since the book on ME3 has been closed on BioWare's part.

But while Grunt admits he cares nothing for Okeer at the start, you see some elements of Okeer's personality come out in him later in the game. All I'm saying is that they could have developed his character in a lot more interesting ways than "generic Krogan brute slightly stronger than average generic Krogan brute".
Wrex and Wreav are dismissive of Okeer because they see him as a traitor for selling so many Krogan to the Collectors. And while Mordin is right that Grunt alone could not have the impact Okeer envisions, the basic ideas behind his ideology are some of the most interesting Krogan perspectives we get in the entire trilogy: Accept the Genophage, live with with the Genophage, but use it to make yourself stronger rather than caving into despair over it.
This is especially relevant in ME2 where the game goes out of its way to emphasize that the Krogan are going extinct not because of the Genophage, but because of their psychological reaction of nihilistic apathy towards it.
Besides, even the Shadow Broker makes a point that Grunt's existence could very well cause serious concerns in the Salarian Union.
Just my two cents, anyway.

Seriously, nowhere would've been safer than the Normandy, and her character could really add a lot to the plot. It also would've been great to see her interactions with the other crew, especially as she's on an Alliance vessel, and her power from Cerberus has been lost so it would be interesting to see how that affects her.
And Liara too. Come on Shadow Broker, do more.

I'm also kind of glad, that they didn't make Harbinger a generic main baddy for the series. This is not Heman, where we need a stupid Skullface. It had its role in ME2, but it's just another reaper.
Well, as for whom would I like to see a bit more? Well, Ashley got so few scenes, that she would be one. Well, I thought the Council would play a bigger role also and it would have been nice if they made Kai Leng the two-faced cunning bastard who would be a true match to Shepard (the leaked script made him a very capable and creepy agent of Cerberus). Some specters would have been nice too and some serious cases of indoctrinated people (scripted) related to certain decisions. As for the ME2 squad: I think everybody played their role in ME2 and had their moments in ME3. Yeah there could have been more or some roles could have been presented differently, but hey you can't please everyone.

I understand it's close to impossible to implement a full character into the vanilla game post release, so I'm not exactly angry about it. I just liked her so much, it's a shame she had to die right where she appeared, for what were basically technical/budget reasons.

I admit he contributes basically nothing to the overall narrative, so even the amount of content he did get suprised me. He's a very clichée, hostile veteran badass archetype. I can't explain why I like him so much, but it's a fact he's rarely ever not on my squad in ME2.

I actually thought they were better represented this time around; they started off bad, but improved after the coup. I thought it was interesting that it focused more on the Councillors individually, as opposed to collectively. The turian helps you at a crucial moment, you save the life of the salarian and the asari actually gets a somewhat tender moment after Thessia.
The replacements were pretty boring, though. And Udina was wasted.
